What is a Parish Council?
A parish council is the tier of local government which is closest to the people. They are executive bodies and have statutory powers and duties. Parish councils are the focal point for local consultation on matters such as planning applications and county council strategic planning. Local councils are made up of locally elected councillors. Councillors act as a corporate body making decisions for the benefit of the community. The council works within the overall structure of local government to get the best deal for local people. They are legally obliged to hold at least one meeting a year.
Barmby Moor Parish Council meetings are held every six weeks in the Village Hall and are open to the public, who are particularly welcome at the Annual Parish Meetings where residents are encouraged to raise and discuss items of concern or interest pertaining to the village. Meetings of the council are managed by the Chairman with the support of the Clerk to the Parish Council ; the clerk implements the decisions of the council and provides independent, objective and professional advice, information and administrative support to the council.
The parish councillors know the village and represent its views to other bodies; they are consulted on planning applications and make recommendations to East Riding of Yorkshire Council to ensure that applications adhere to the village plan, any statutory regulations, and the interests of the community. Parish Councillors are elected for four years at a time. The last election in this parish was in 2015. Vacancies occurring between elections are filled by by-election (if requested) or co-option.
Barmby Moor Parish Council is responsible for managing its own budget which is financed through the precept, an amount of money calculated as an estimate for the coming financial year and collected as part of your Council Tax. For the year 2021/22 the total budget is £24,239. Parish councils can also apply for other funding, such as grants and awards.
This money raised is used to improve facilities and services for local people. Barmby Moor Parish Council provides and maintains items such as bus shelters, litter bins and local street lighting. Parish councils also have the power to improve the quality of community life by spending sums of money for the benefit of the parish or it’s inhabitants. Recent donations have been made by the Parish Council to St Catherine's Church towards roof repairs, the Village Hall for driveway improvements, to the BOOT-IT club (as they no longer subsidised by ERYC) and to Barmby Moor Football Club for portable floodlighting.
In addition to this website, the Parish Council posts information to the notice boards which are situated outside the village hall and at the play park on Main Street.
